Get issuer from Certificate if not provided in config #27

If the config does not provide an issuer, the server should be able to grab the issuer from the certificate. This will reduce duplication of configuration in helm and standard configs

This should really only be in the config if a cert is not provided. It should also be using the common name. Organization Name should also be passed back to the user in the /ca. That way the user doesn't need to actually know the issuer Org Name.
