Drop Android 2.3 Support #1663

Android 2.3 is dying. Losing about 2-3% each month: https://developer.android.com/about/dashboards/index.html

Let's officially kill off Ionic support for it and move on.

This is more of a notice to the community that we are doing this. It will let us focus on new features and performance improvements for modern devices.

Sounds good to me. We should officially announce dropping 2.3 and ios 6.
