Use case; support agents that have drone exec runners already installed in AMIs.

hi there, while I appreciate the pull request, we are not currently expanding the scope of this project to include additional runner types. We will continue to support this software for autoscaling docker runners, however, we are only accepting bug fixes and minor enhancements at this time. |

We are currently using exec runners and will like to add the ability to autoscale exec runners with autoscaler.
We have currently deployed an initial working version of this PR in our build pipeline but will love to get the changes (or some similar feature) merged into autoscaler.
