[Feature]: Return run plan offers wrt fleets #3294
Description
Problem
Currently, run plan offers do not account for existing fleets but offers during provisioning do (#3022), which means run plan offers are not representative of the real offers to be provisioned.
Solution
Update get_plan() logic to return the offers wrt to candidate fleets. One solution is to return offers for the optimal fleet (same logic as for provisioning offers). Alternative is to get offers wrt to all fleets and either join them or merge.
