#3326 added a migration that altered both users and projects tables, potentially leading to deadlocks on postgres with multiple server replicas.
The fix splits the migration in two. For sqlite, the change is no-op. For postgres, the new migration would take effect only if the users haven't managed to migrate to the 06e977bc61c7 migration already.
