Release 189 on registry.bazel.build

189 is released on crates.io, but NOT on bcr, which breaking builds due to #1665

In general not every release is going to go out to Bazel Central Registry. You will need to develop some other mechanism for keeping your C++ code generator and Rust code generator in lockstep without that assumption.

If you can help debug the failing presubmits in bazelbuild/bazel-central-registry#6599, the next release is more likely to get published successfully.
