I'd usually be against expanding an ugly hack that is due to be replaced (#284) but since there's been no significant work on that issue for a long time I'll take it.

This pull request adds a toggle command to the existing pause and resume commands. Dunst can now be toggled by sending a notification with a summary of "DUNST_COMMAND_TOGGLE".
