Support External commands in `pgxn help`. #7

I just tried

pgxn help validate-meta

And it returned an error. It’d be nice if, when pgxn does not recognize a command passed to help, if it looked in its libexec directory and, if it found the proper command, executed it with a --help option and exited. IOW, the above command would end up executing

/usr/local/libexec/pgxnclient/pgxn-validate-meta --help

And just showing the output from that. I’m pretty sure this is the sort of thing that git help svn does, for example.

Note that "pgxn help CMD" is not supported for internal command either, but seems a likely synonym for pgxn CMD --help for either internal and external commands.
