panda gamepad issue

device: A3 2016 (sm-a310f)
os: android 9 (ressurectiom remix os)
app version: 1.4.8
pc os: windows 10 (1903)

running the activate.bat as an administrator gives me an error that says open the panda app but my app is already open and the verification fails
I've already tried bunch of thing such as; re-installing, rebooting etc...
my phone is charging mode as instructed but I did try other mods too ofc usb debugging is on
