For the new Reports API, we're going to need the ability to register endpoints with a "graph" type. Graph endpoints should handle all of the logic needed to set values needed for ChartJS, load data via a batch process, and display.

In #6287, it was decided not to register chart and graph support separately. Thus, closing as a duplicate of #6287.
