To enhance the CSW-T methods to support geometa record validation geometa_validate (for ISO/OGC schema validation, default = TRUE) and geometa_inspire (INSPIRE validation through remote INSPIRE web-service)

The INSPIRE validation is operated by geometa through the new INSPIRE reference validator. See eblondel/geometa#156
