Consider moving the EDP document into the Handbook repository

Having the Eclipse Development Process document captured in the handbook directly would make the handbook and more useful single source of truth.

Thanks to the magic of Asciidoctor, we can easily update the process to generate the EDP both into the handbook, and into a separate standalone document on the website.

I'd like to suggest that the handbook repository under the Dash ("Tools for Committers") project would be a good home for this document. We should think about this a bit before taking action... Moving it there would effectively make it part of an Eclipse Project and thereby subject to the process that it defines.
