This is mostly complete.

I added instructions to https://wiki.eclipse.org/Triquetrum/Ptolemy/osgi-2-0#Signing_the_Ptolemy_II_osgi-2-0_Jar_Files

I'm working on updating the Jenkins build at http://terra.eecs.berkeley.edu:8080/job/ptIIosgi/

One remaining issue is that running "mvn verify" is failing. I'll address that shortly.

I updated the osgi-2.0/pom.xml and put the code signing plugin in a codesigning phase.

I verified that the Ptolemy jars are signed by creating a Triquetrum zip, unzipping it and using Eclipse -> Preferences -> Installation Details -> Plugins to look at the plugins provided by CHESS.
