build: create release workflow for `runtime-metamodel`

Feature Request

Before we can fully move the runtime metamodel out of the EDC code base, we must have a MavenArtifact ready to use. For that, we need to create a release workflow.

Modularization, Enablement of further development steps (Autodoc Gradle Plugin)

Solution Proposal

• Create Snapshot and Autobuild Jobs in Jenkins (similar to what we already have for EDC, RH, IH)
• Create Github Actions Workflow to trigger Jenkins
