Deeplearning4j cuda should detect which backend is run #5000

Issue Description

When cuda is on the class path and CPU_PRIORITY is high, cudnn throws a bunch of exceptions.
We should detect this and make sure we either warn the user or silently use the cpu.

Please describe our issue, along with:

  • expected behavior
  • encountered behavior

Version Information

Please indicate relevant versions, including, if relevant:

  • Deeplearning4j version
  • platform information (OS, etc)
  • CUDA version, if used
  • NVIDIA driver version, if in use


If you'd like to help us fix the issue by contributing some code, but would
like guidance or help in doing so, please mention it!
