make speed=0 a condition for being stopped (trac #1864) #1864

currently, vehicles are considered stopped when reaching the stop position. Due to the current position-update model they reach speed 0 instantaneously in the subsequent step and remain at the same position.
The problem is obvious for parking vehicles which are added to MSVehicleTransfer while still having non-zero speed.
