meso-tls-penalty does not affect flow (trac #2753) #2753

meso-penalties affect travel times (and thus average speed) but this hardly affects flow.

For segments affected by meso-tls-penalty, the headyway should be reduced to limit maximum flow according to the proportion of greenTime / cycleTime.

reduced ticket scope, see #2754

  • @namdre changed description from:
