Introduce lane- and vClass-specific parameter stopOffset #3754
This is needed to model vClass-specific stop lines for different vehicle classes (e.g. in the situation where bicycles or scooters are allowed to gather in front of cars). A default value for all vClasses can be specified as an attribute of the lane-element and should replace the endOffset-parameter (which modifies the lane geometry currently), specific values for vClasses may be given as child-elements of a lane-element.
