add support for intermodal simulation with meso #3816

Slowdown in the use case without persons should be avoidable since the person model is also event based and does not impact the meso events when absent.

  • depends on #3558
  • vehicles should pick up / unload persons when leaving a segment where they stopped.
    • refinement: introduce other events for reaching the stop and unloading, ending the stop and loading to avoid bias. Alternatively, meso could automatically introduce segments so that each stop is at the start of a segment.
