improve computation of pedestrian phase timings #4078

  • currently, pedestrian phases duration is computed as the duration of a compatible vehicular phase (straight, going in parallel to the crossing) minus a hard-coded clearance time of 5s. If that value is as least as high as a the (also hardcoded) threshold of 4s, the pedestrians are permitted to walk in that phase and the 5s clearance phase is added as well (othewise a pedestrian-only phase of 10s is appended to the end of the plane

  • the duration of the vehicular phase is based either

    • on --tls.cycle-time and the total number of green phases and transitions
    • the value of
  • As an improvement, the hard-coded timing constants could be computed from the crossing length (based on the prescription of some road engineering manual)

  • The hard-coded constants could also be made user-configurable
