IDM should calculate getSecureGap via its own model #4517

currently, strong braking may happen after a leader changes lanes because the leader has concluded via krauss getSecureGap-logic that the rear-gap is sufficient but the follower vehicle decides that the gap is too small using IDM followSpeed()
