ACC model applies emergency deceleration at insertion #4861

The gaps chosen by the insertion routine when ACC models are inserted with

<flow ... departSpeed="max" departPos="last" />

induce braking at full emergency decel of 9m/s^2 (max speed on lane = 36.11)

Similar behavior reported also by @kporfyri

ACC model should implement insertionFollowSpeed() (inherited from MSCFModel, currently)

emergency deceleration no longer occurs in tests/sumo/cf_model/drive_in_circles/ACC
