Add dynamic ToC capability to ToCDevice #5484

A dynamic ToC should be triggered if the vehicle is not able to continue on its current route without lane changing for longer than a given time threshold.

Addenda:

  • Keep right during MRM (additional parameter)
  • No LCs during ToC preparation
  • Sample response time on TOR if none was specified in the config
    (by setting default response time to -1, which induces random sampling)
  • Allow providing mrm probability for response time sampling
  • Sample response time for dynamic TORs
  • Take into account the MRM distance for dynamic trigger
  • Allow confinement of acceleration during the takeover preparation phase (default: no positive acceleration)
  • docu + changelog
