meso: density values with and without teleports #5722

When running meso with and without teleports allowed, unregularities in the results without teleportation appear.

For (too) high demand: While the density remains at jam density more or less when teleports are allowed, the opposite is true when teleports are set to a very high threshold (>60000s). In that case, the density starts decreasing while flows remain at zero. I double checked in the GUI, nothing is moving, complete grid-lock. Densities should not start decreasing when no teleports are performed.
