+I don’t maintain this library anymore. It contains a few bugs and often identifies files with a wrong encoding. I switched to [charlock_holmes](https://github.com/brianmario/charlock_holmes), a ruby wrapper around [ICU](http://site.icu-project.org/), which works beautifully.
