    This adds simple SOAP servers using Apache CXF
    Using JSR 181, we can annotate pojo into several flavors of SOAP
    servers (except RPC + encoded). This has caught several bugs.
    - Apache CXF sometimes encodes string with minOccurs = 0. scalaxb
    wasn’t using Option[String].
    - scalaxb was only generating defaultScope for targetNamespace from
    xsds. It now adds targetNamespaces from wsdl.
