Fiji observes DST from 2019-11-10 to 2020-01-12

* NEWS: Mention this.
* australasia (Fiji): Guess future transitions Nov Sun>=8
and Jan Sun>=12 instead of Nov Sun>=1 and Jan Sun>=13.
