Fix Turkey transitions in 1994, 1986-1990

* NEWS, europe (Turkey): In Turkey, transitions in 1986-1990 were
at 01:00 standard time not at 02:00, and the spring 1994 change
was on March 20, not March 27.  (Thanks to Kıvanç Yazan.)
