Brazil canceled its Nov change to DST transition

* NEWS, southamerica (Brazil): Revert recent change to the Brazil
rules, going back to 2018a.  (Thanks to Rodrigo Brüning Wessler.)

@eggert hey there! For some reason, the DST is starting in Oct 20th (not in Nov 04th). Is there another issue ahead?

The latest info we have is that DST will start on November 4 after all. If you have later info, please email it to tz@iana.org and cite your sources. Thanks.

Hello @eggert, Brazil just cancelled completely the DST, can you please update it? Brazil no longer has +1 as of today, April 25th 2019 signed by current president, just sent you an email
