disconnect-server event is not triggered when disconnected before being fully registered #712

The disconnect-server event is not triggered when eggdrop is forcefully disconnected from the IRC server before being able to fully register/connect.

Reproducing with an already connected bot:

  1. Have a bind evnt for disconnect-server
  2. G-line the bot (this will trigger the event of course)
  3. Wait for it to reconnect, or speed it up with .jump
  4. When it reconnects and gets disconnected due to the G-line, notice how the event is not triggered.

Not sure what should be done here, either make it so disconnect-server does get triggered in this situation, or preferably make a new event for this situation and call it predisconnect-server or something, which is probably the better option because we already have different *-server events anyway.
