SnapshotsStatusRequest should take ignoreUnavailable #18522

The GetSnapshotsRequest has the option to ignore unavailable, which means that if a requested snapshot is missing, an exception won't get thrown. A similar option should be added to SnapshotsStatusRequest for consistency.

with the get snapshots API which has a similar parameter. If
ignoreUnavailable is set to true, then the snapshot status request
will ignore any snapshots that were not found in the repository,
instead of throwing a SnapshotMissingException.
