Deprecate Experimental Snappy Support #2459

Snappy support was experimental, and proved to be the same in terms of performance (vs. LZF) and actually a bit worse when it comes to compression rate. Since the snappy module uses native code, and only applies where compiled, and the fact that its an overhead for us to maintain, we are deprecating it for 0.19, and 0.20, and remove it post 0.20.

@rb2k yea, you can change the compression type setting, and then run optimize with max_num_segments set to 1.
