Add client method to get a specific index template #3439

As there is right now only IndicesAdminClient.deleteTemplate() and IndicesAdminClient.createTemplate(), it makes sense to add IndicesAdminClient.getTemplates().

This also implies to create an API which does not need to use the cluster state.

In addition to creating and removing a template, one can now receive index templates as well.
Simple regexes like template* are supported.
