When a node completes recovering a shard, it changes the shard status to POST_RECOVERY and sends a shard started message to the master. The master processes it and send a new cluster state which cause the shard to be moved STARTED.

If the master dies before processing that message, the message needs to be resent to the new master. We already have a mechanism in place for that but it needs to be extended to cover the POST_RECOVERY state.
