When an item has been expired from a Guava cache, the cache does not actually clean up the entry until periodic maintenance is performed. In the event that an entry is expired but the cache is no longer read or written to, it's possible that the entry can stick around longer than intended.

We should add a scheduled action to manually call Cache.cleanUp() every N minutes, where N could default to 30 minutes.

@dakrone i've labelled this adoptme. If you're planning on working on it, please assign it to yourself.
