It is documented that setting indices on the RestoreSnapshotRestore to
["_all"] restores all indices, but that was not case. Instead a
IndexNotFoundException was raised.

This fixes/replaces #16927

Not that I'm aware of. The weird thing is that the check is now back to green. Anyhow, I'll go ahead and merge.

Setting indices=["_all"] when restoring a snapshot would throw an IndexNotFoundException instead of selecting all indices as in other APIs.
