[EuiPageTemplate] Fix ignored component prop

- EuiPageTemplate does not need the generics logic, EuiPageInner does(?)
- add `.` because props docgen is combining the `responsive` props documentation between both EuiPageOuter and EuiPageInner - be more specific on page inner prop docs, since those docs appear on EuiPageTemplate props - move `responsive` prop up because both inner & outer use it

This looks good! It's crazy that the prop never got passed down. I pulled the branch and reviewed the new test - everything looks good.
One question ( just to verify ) - adding mainProps: {{ component: 'main' }} to EuiPageTemplate should still throw a TypeScript error, correct?
