[server/logging] SIGHUP does not recreate file descriptor if path unchanged #26673

Kibana version: 6.5.0

Description of the problem including expected versus actual behavior:

Sending a SIGHUP signal to Kibana used to reload the logging configuration regardless of the contents of the config file. In the new platform sending a SIGHUP reloads the config file, but logging is only reloaded if the contents of the config changes. This causes problems when people rename the current file Kibana is logging to and send it a SIGHUP instructing it to re-open the file descriptor (and recreate the file at the original path).

Steps to reproduce:

  1. set logging.dest and pid.file in kibana.yml
  2. start kibana server
  3. rename logging dest file to something else
  4. kill -HUP "$(cat pid.file)"
