Show actual time values in time picker #35307

Describe the feature:

Currently, when using relative times in the time picker, it still always shows absolute times in the inputs.

Confirming the filter value:

We should instead just show the relative times in the inputs, like so:

This way users have a better understanding of the actual filter value, and they would be able to more easily mix and match. For example, you could set "from" to some fixed date and "to" to now.
