Deleting an ILM policy attached to an index template does not clean it up from the template #47772

Kibana version: 7.4.0

Elasticsearch version: 7.4.0

Server OS version: Elastic Cloud

Describe the bug:

I've tried to use the ILM feature, created a policy, attached it to a few index templates, then figured that it does not work as I expected, so I deleted the policy. When looking at thew list of index templates later, I've noticed that they still have the policy attached to them. If I click on that policy, I land on a page for creating a new policy.

Steps to reproduce:

  1. Create an ILM policy
  2. Attach it to an existing index template
  3. Delete the policy
  4. Open the Index management page, it will show the policy as still being attached to the template
  5. Click on the template, see the ILM policy in the flyout on the right
  6. Click on the policy name in the flyout and end up on a policy editing/creation screen

Expected behavior:

When I delete a policy, I expect it to go away from anything it was previously attached to.
