Drop babel

Summary

Now that we have used Typescript, if Typescript does not support the syntax, we should not use it. And if typescript support it, we do not need babel to transfer the syntax.

So I guess it is reasonable to remove babel.

Agreed, the babel integration is an artifact of the previous javascript version of ERB. ERB should drop babel
