Support the forward option of BrowserWindow.setIgnoreMouseEvents in Linux #16777

A click-through functionality is very useful for floating-widget type apps with non-rectagular shapes. A solution using the forward option of setIgnoreMouseEvents was proposed in this issue comment: #1335 (comment)

However, Linux is currently not supported. I'd like to be able to have a cross-platform solution.
