failure mode report from hashfyre, I am posting it here in verbatim

Today (28 July, 2020) was an interesting failure mode due to issues on upstream, and it cascaded down for us:

• launchpad outage happens, PPAs go missing for hours
• ffmpeg5 20.04 backport package breaks
• we try and move to unstable 22.10 which has ffmpeg5 official PPA
• turns out 22.10 is incompatible with packer <= 1.7.8 as default ssh key signature is too weak after 22.04+
• we depend on hashicorp's official packer GitHub action that is stuck on packer 1.7.x and has not been updated for 8months, so the patch for 1.8.x is not there
