Add Nx.Testing module

There is a common pattern in using Nx with different backends where things similar to the assert_equal and assert_all_close macros we have show up regularly. This can be verified by looking at our own libraries even (EXLA, Torchx, EMLX, NxIREE).

We should expose these helpers under Nx.Testing so users can take advantage of them.
