Uncomfortable documentation in Platform.elm (0.17)

Effect Manager Helpers

An extremely tiny portion of library authors should ever write effect managers.
Fundamentally, Elm needs maybe 10 of them total. I get that people are smart,
curious, etc. but that is not a substitute for a legitimate reason to make an
effect manager. Do you have an organic need this fills? Or are you just
curious? Public discussions of your explorations should be framed accordingly.

I don't know what the Effect Manager is, but feel like this is not a proper documentation for it. It seems like a very advanced feature for normal usage. If so, why don't you say that directly?(Like Java) I want to know what the Effect Manager is, rather than how many people are allowed to use it.

p.s. I'm really looking forward to using 0.17 soon!!
