Downloading one's own submissions contributes to download tally, and multiple downloads from same IP are tallied #1400

Hi! It seems when downloading one's own submissions, even those awaiting approval, the download tally goes up.

Likewise, successive downloads of the same icon from the same IP address also count.

These two oversights can likely be abused through bots in order to artificially prop up download numbers even before submissions are approved.
