'finally' block catches exceptions #619

If you run this command (straight from the doc)
try { fail bad } finally { echo final }
no exception is thrown, whereas the documentation states that bad should be rethrown.

In addition, even if you rethrow in an except (or else) block the exception will be caught.
try { fail bad } except _ { fail superbad } finally { echo final }
try { nop } else { fail superbad } finally { echo final }
