org-bullets shows bullets as UTF-8 characters, I'm not sure why this
is in there.

Most likely no one is using it anyway, as it's been broken since
November 2017.

org-bullets mode

Show org-mode bullets as UTF-8 characters.

Installation

Copy the file somewhere in your load-path, then add something like this to your init file.

(require 'org-bullets)
(add-hook 'org-mode-hook 'org-bullets-mode)
