A contributor mentioned that the initial prose at the start of the document was confusing, as it says to clone the original repository and link the project locally to develop, but then under "Pull Requests" it says to fork, etc.
The initial guidance seems to be for people wanting to test latest master, and we should tweak the document to make the instructions clearer for different people.
