Just to add another note to this issue.

There are only min and max settings for a single y-axis, which is of no use for graphs with 2 y-axis scales, if you set the min and max values then both scales will be the same rendering a second scale pointless, So you can effectively have a fixed y-axis or a second y-axis but not both.

A simple solution to this maybe to just color the left and right scale values (eg left scale in blue and right scale in red) and then color code the legend text labels to indicate whether the left or right scale applies to each plot.
